PlusAI Forms Safety and Policy Advisory Council of Former Regulators and Industry Leaders to Accelerate the Commercial Launch of Factory-Built Autonomous Trucks

"The safe and successful commercialization of autonomous trucks requires more than breakthrough technology—it demands close partnerships with trucking industry leaders, federal and state regulators and policymakers," said Shawn Kerrigan, Chief Operating Officer and Co-founder at PlusAI. "The PlusAI Safety and Policy Advisory Council brings together top leaders and industry experts in trucking to ensure we are setting the right foundation for safe and scalable deployment of factory-built autonomous trucks."

The Council consists of transportation and logistics experts and government leaders, who have decades of experience guiding trucking policy, regulations and business development in the trucking sector in the US. Members have led the country's most influential and successful national motor carriers, federal and state transportation agencies, trade groups, regulatory and enforcement agencies in trucking policy, regulation, and operations. These include the American Trucking Associations (ATA), American Association of Motor Vehicle Administrators (AAMVA), Federal Motor Carriers Safety Administration (FMCSA), as well as a member of Congress.

Inaugural members of the Advisory Council include:

    • Andrew Boyle – Former Co-President of Boyle Transportation and former Chairman of the American Trucking Associations (ATA).

Mr. Boyle is a highly regarded trucking executive who led a defense & aerospace and life sciences trucking firm until it was acquired by Andlauer Healthcare Group, a Toronto Stock Exchange-listed company, in 2021. Known as a forward thinking leader in the trucking sector, Boyle also served as chairman of the board of directors of the American Trucking Associations (ATA) from 2023 to 2024. He currently serves as a board member for Birdseye Security Solutions and the American Transportation Research Institute, and is on the advisory council for Eastern Bank and Northwestern University's Transportation Center.

    • Jeff Denham – Former U.S. Congressman from California.

Mr. Denham is a former member of the US House of Representatives, where he represented California's 10th and 19th districts. As a member of the Transportation and Infrastructure Committee, he served in several leadership roles including as a subcommittee chairman. During his time in Congress, Denham helped draft several significant pieces of legislation that were subsequently signed into law, including the 2015 Fixing America's Surface Transportation (FAST) Act, which included provisions related to the testing and deployment of autonomous vehicles on public roads. He is a former member of the California State Senate and the US Air Force, where he served in Operation Desert Storm and Operation Restore Hope. Denham is currently a Senior Policy Advisor for Dentons and is the former owner of Denham Services, a national logistics company.

    • Sue Lawless – Former Acting Deputy Administrator, Chief Safety Officer and Executive Director at the Federal Motor Carrier Safety Administration (FMCSA).

Ms. Lawless has over 25 years of experience guiding safety policy and regulations in the commercial vehicle sector. As Acting Deputy Administrator of FMCSA, she led initiatives to establish a federal framework for commercial autonomous vehicle technology and the modernization of FMCSA's registration system. Her previous roles at FMCSA included Director of Motor Carrier Standards, where she set safety policy for drivers and commercial vehicles, and as Assistant Chief Counsel for Enforcement and Litigation, where she led the agency's enforcement and compliance legal work.

    • Spencer R. Moore – Former Commissioner of the Georgia Department of Driver Services (DDS) and former Chairman of the American Association of Motor Vehicle Administrators (AAMVA).

As a result of his nearly 30-year state government career, Mr. Moore is a nationally recognized expert in driver standards and safety and has been a trusted transportation advisor to multiple Governors of Georgia. He served as Commissioner of Georgia's DDS from 2017- 2025, where he modernized customer service delivery and launched Georgia's Digital Driver's License and the supporting mobile app. Moore also served as Chair of the American Association of Motor Vehicle Administrators (AAMVA) International Board of Directors, which sets national driver standards for both passenger and commercial vehicles. During his tenure, he shaped policy on identity management, transportation safety and preparing states to integrate autonomous vehicles onto public roads. Moore is currently the Vice President of Civil Identity for North America at Thales, within the Identity & Biometric Solutions Business Line.
