Explanation of Responses:

1. The number of shares held directly includes certain shares that were previously held by restricted stock units which have subsequently vested. The amount held directly also reflects an increase in beneficial ownership resulting from an exempt acquisition of common stock under The Community Financial Corporation Dividend Reinvestment Plan pursuant to Rule 16a-11.

2. Represents restricted stock units that vest in 3 annual installments beginning on August 20, 2021, the first anniversary of the date of the award. Each restricted stock unit represents a contingent right to receive one share of The Community Financial Corporation common stock.

3. Represents restricted stock units that vest in 3 annual installments beginning on December 17, 2021, the first anniversary of the date of the award. Each restricted stock unit represents a contingent right to receive one share of The Community Financial Corporation common stock.

4. Represents restricted stock units that vest in 3 annual installments beginning on February 4, 2022, the first anniversary of the date of the award. Each restricted stock unit represents a contingent right to receive one share of The Community Financial Corporation common stock.
